It was most likely saved without “Create PDF Compatible File”, which means there is no viewable data inside. Re-save it from Illustrator with that option on. Illustrator 8 and older PostScript files cannot be opened at all.

Why does the artwork look slightly different from Illustrator?

Print documents use CMYK, which the browser shows as RGB, and fonts that were not embedded get substituted. Shapes and layout are accurate — treat it as a fast check rather than a color proof.

Can I view a .ai file on my phone?

Yes, in a mobile browser. Large documents with many artboards render considerably faster on a desktop machine, though.
